Norway is establishing an API to a national patient summary service for critical/ important information. The solution has a "mixed bag" value set to describe exceptions/ changes in procedures/ processes that can apply to the patient. The values are:
1. Open return agreement (patient can return directly to hospital without new referral from GP)
2. Specific doctor/ hospital unit should be contacted with worsening of condition
3. Recommended specified treatment procedure
4. Other change in procedures
Any suggestion regarding where this value set best is placed in FHIR?
