I thought that we had a task to remove the $meta-add and $meta-delete operations from operating on history entries, but I've reviewed all the open tasks in infrastructure (loooooooong list) and I didn't see anything

I thought that was the only way to remove the workflow/security tags from old versions, or add for that matter.

It was - but to our knowledge, no one has actually implemented it, which raises the question of why we support that complexity

I did in our server (and I expected that James and Grahame would have too), but likely not outside of reference implementations.
