Hi Joel,
yes one of the intent of this version is to facilitate the harmonization between Argonaut/US Core and IPS, considering however that they have slightly different scopes. This version hopes also to provide a better support for the local adoption of the IPS (i.e. not only for cross-border)

Apologies for the slow reply, @Joel Francis Yes, as Grahame and Giorgio said. Alignment with Argonaut is a primary reason for going to ballot again in September - and our intent is to align as closely as possible (especially structurally) while remaining international in the IPS spec.
