I would like to briefly ask about which resources in general get the identifier field and which do not: it seems like almost all resources have that, what is the reason that it is not part of DomainResource?

Key is "almost" :) We would only put an element on DomainResource if all resources had identifier. And there are some that quite deliberately do not (and will never have). For example, NamingSystem.
