Newbie question here - I've noticed in FHIR Workflow that there are PlanDefinitions and ActivityDefinitions to provide reusable templates for CarePlan and Activity creation, respectively. Is my assumption correct there isn't a goal definition because it's encompassed in the Plan Definition?

That's correct at this point, goal definitions can be provided as part of a PlanDefinition, some examples here: http://hl7.org/fhir/uv/cpg/examples/chf/chf.html
