I want to host a few definitions of terms - which resource(s) to use? valueSet ? codeSystem? other?

codeSystem does allow for definitions, which is good. The scope of valueSet seemed more appropriate but i dont see a definition there.

First question is: Is it in scope for FHIR to provide a computational mechanism for sharing glossaries? Most IGs can easily make due with just a page of HTML or markdown.

If you're defining things and you need to do that formally, then you're using CodeSystem.
