my IG for R4 has an error, the jurisdication cannot be resolved (Error null validating Coding)

This value set could not be expanded by the publication tooling: Unable to provide support for code system urn:iso:std:iso:3166:-2

Is this a known problem or should I submit a gforge?

thanks. the CI build of the IG works (http://build.fhir.org/ig/ahdis/ch-orf/qa.html). Looks I have a problem with my igpublisher version or configuration :-( on R3 the valueset is expanded, on R4 it is not, thats why I thought first it is an R4 problem.
