HI guys
Do we need to build the ig resource during our development like patient resouce?
Or can we build the ig resource wih tools?

You only need an IG resource if you actually want to publish an IG. There are several tools that can help with that - Forge, Trifolia, the FHIR toolkit, model driven health tools and maybe others.
