we based our template on ig-template-base, example: ch-core

ig-template-base is the correct place for non-HL7 IGs to start from. From that, you can then build your own template, tweaking colors and adding logos or otherwise changing header/footer/other stuff - check out the ig-template-hl7 for an example of how that's done.
