Not sure but I think in the US a second clinician is required to verify administration of a controlled substance; maybe that's a use case for this?

@Brett Esler , I suggest that you add a tracker item for this and Pharmacy will consider if this should be a core extension or perhaps even added to the core spec. Thanks
