The FHIR spec describes a corner case where it is possible to state the FHIR version in the meta.profile for cases when there is no context to provide the FHIR version.
Is this implemented by someone with regards to validation? Does Hapi support this for example?

the java validator doesn't. Can you make a github issue against hapi fhir core for me to do that?
