I'm writing up some STU3 profiles and I'm a little confused about the difference in terminology URLs from STU3 to R4. Should I be using the new terminology URLs in my STU3 resources? http://hl7.org/fhir/v3/DataOperation or http://terminology.hl7.org/CodeSystem/v3-DataOperation?

that's a hard question, actually. I don't know what we've discussed that specific question. I think that the answer should be: existing implementations will expect you to use the old URLs, so you should use the old ones
