That is what the FHIR Observation resource is for.

IGs only define profiles for those use-cases where there's been discussion and agreement. Observation is super-broad, so trying to standardize all Observations is both hard and not necessarily super-useful (because you wouldn't be able to standardize much). That said, you can infer some basics - e.g. referring to US Core resources for the reference elements you populate
