target
points to the resource version(s) created, updated, deleted, or otherwise processed by the event the Provenance is documenting. what
refers to the resource that the target was derived from, is a revision of, quotes from, etc. Depending on the action, it might be appropriate to think of the "what" as a source, but that won't be true for all actions.

The ‚what’ might also point at a Binary Resource containing some non FHIR content, e.g if you derived your target resources from a V2 message, CDA document or other source.
