He folks, I noticed this structure definition:
http://hl7.org/fhir/StructureDefinition/ExplanationOfBenefit
Which binds to:
http://terminology.hl7.org/CodeSystem/processpriority
Which is a code system rather than a value set like I was expecting.
Should that be bound to a value set instead? If not, what's the correct way to interpret this binding?

That's definitely an error. Can you submit a change request? (Ideally, we'll fix it it in R4B.)
