Is there a clear boundary nbetween these in FHIR? I was using a procedure for capturing "how the procedure is going" and "this procedure went thus" but not sure if this is clear or distinction should be enforced

The closest we have is the Procedure.asserter (and Procedure.recorder). Procedure.asserter can help to know when the Patient (or RelatedPerson) was the asserter.

'completed' status is a valid status for both procedures (done during an encounter) and procedure statements (about historical procedures), so I don't see it status as a differentiator.
