In looking at May 2016 candidate versus current build version of spec, which should I regard as the more likely version to be on the upcoming ballot? Pretty sure the it's the latter.

Well, the ballot will be a snapshot on the CI build that will be taken around the beginning of August (and will freeze for QA in the latter part of July.
