Reading the usage for that resource, "Examples include [...], counseling, [...]"

Lloyd, to clarify, my understanding is that Procedure would record that this counseling had been delivered, and a ProcedureRequest would record an order or plan to perform the counseling with a schedule for the counseling sessions.

@Dave Carlson Correct. Procedure could also be used to communicate that the counselling was "in progress" (e.g. they'd had 15 of the 20 sessions)
