I'm not aware of anything directly tied to this WHO effort, but there's related work in the public health workgroup, for the SMART Health Cards specification.

yes many are using IPS as source for COVID Vaccine proof. But it is not a good solution to 'be' the vaccine proof outside of treatment purpose.
