One of the projects that we are working on in Simplifier is to allow uploading of incomplete resources (they must only be valid xml or json). This will also allow both DSTU2 and STU3 versions. We are making validity a marker instead of an upload requirement.
This is however a big move, which requires re-implementing parsing, snapshot generation, validation, and rendering. Most of our work is currently targeting these parts. My current guess is beginning of februari we'll have the basics live.
One thing we have already done is the ability to show differential vs. snapshot in the rendering (unchanged base resource elements are now in grey)

The FHIR endpoint of Simplifier will probably stay DSTU2 a bit longer.
