Contrary to the indicated resolution, I'm not sure that the value set is known.

Suggest including in the value set definition (http://build.fhir.org/valueset-mimetypes.html) that mimetypes may include parameters (charset, etc.) which are case-insensitive and have no standard order.
Hmm, interesting the link in the valueset definition to BCP 13 equates it to RFC 4289, but I found RFC 6838 claims to be BCP 13.
