I've been looking into https://www.hl7.org/fhir/search.html in order to understand the possibility for searching for resources where a reference is either missing or has a specific id (or ids). It does not look that way from the documentation, but i could be wrong?
I would guess it should be something like this, in order to search for procedures with a missing encounter or encounters with id 1, 2 or 3
GET [base]/Procedure?encounter:missing=true,1,2,3

at present, this is only possible if you use the _filter functionality but ew servers support that
