I'd like to close out any tasks for DSTU 3 that impact on the tools ASAP. By Tools I mean:
- build tools
- IG publisher (which is not yet available, but soon)
- profile profile editor
- my terminology server
- Michael's terminology editors

I think our change to turn the Quantity constraints into subtypes is a change to the wire format...
