I was wondering which solutions different jurisdictions have adopted to represent municipality , regional and other address part related codes.
The approach we are considering now in Italy is to use the ISO-21090-SC-coding extension

do you think we can come up with a common solution at least at the European level ?

...the only exception we (HL7 IT) are thinking to the usage of the ISO-21090-SC-coding extension is for the municipality/country code of birth, in order to avoid extensions nesting ...

HL7 DK here - we would love to do this cross EU - the values of the subdivision codes comes from https://www.iso.org/obp/ui/#iso:code:3166:DK
