Some of the IGs have a great rendering of the capability statement (e.g., US Core -- https://www.hl7.org/fhir/us/core/CapabilityStatement-us-core-server.html with IG Publisher Version: v0.9.92-SNAPSHOT) and some have a very poor rendering (e.g., Formulary -- http://build.fhir.org/ig/HL7/davinci-pdex-formulary/CapabilityStatement-usdf-server.html IG Publisher Version: v1.0.35-SNAPSHOT ).

Did IG Publisher lose the capability to generate the richer rendering at some point?

Or is there something I need to do or somebody I need to pay to get the nice rendering?

By hand written gg means that us core uses a custom template to generate the narratives from the resources. as a stand alone script.
