We have been trying to nail down a list of Practitioners and Organizations and it seems like an impossible task, so I am thinking of recommending we use Reference.identifier to link to records in the Practitioner and Organization Resources when possible, but in most cases we use Reference.display to simply reference the practitioners and organizations through what appears to be effectively free text. Does this make sense?...

Thanks David... we have many physicians who use our systems and they have unique identifiers, such as Billing # and College ID, but most practitioners in the FHIR data model are not physicians, they could be nurses, assistants, therapists, etc. and those people do not have such a unique identifier. And we are working with community care data which is all over the map, so I have suggested simply entering the names of those practitioners using the Practitioner.Reference.display data element, and not actually creating a Practitioner Resource record for them...

It's legitimate to have a Reference that only populates Reference.display (typically with a name)
