In R4 we have a FHIR resource Encounter with an element .reasonReference. This has a reference to:
- Condition
- Procedure
- Observation
- ImmunizationRecommendation
Why is it not possible to reference a DiagnosticReport resource?

I think because no one's identified a use-case. But that does sound like a reasonable thing to support. Can you submit a change request @Ashwin Djorai ?
