Using HL7 GForge I may find the reason why a new element was added to a resource. How to find why an element was dropped in one of the previous releases (DSTU2, STU3)?

The same place. All changes to resources - additions, removals, moving elements, renaming elements should have a corresponding gForge tracker item.
