The Research Electronic Data Capture web application does not mention anything about HL7 or FHIR. Is the Dynamic Data Pull supposed to provide FHIR resources?

DDP is how REDCap pulls data from EHRs into REDCap. It is SMART on FHIR (normally EHR launch), using DSTU2 FHIR APIs to pull several data classes. There is setup involved in both your EHR, and REDCap to set up the different data classes. You'll want to work with your REDCap support (Vanderbilt (the author of REDCap) I think still offers weekly office hours) or EHR support reps to work through the implementation issues you have.
