Topic: R4B missing valueset?

https://build.fhir.org/branches/R4B/operation-codesystem-subsumes.html indicates that the outcome is bound to http://hl7.org/fhir/ValueSet/concept-subsumption-outcome|4.1.0 but I'm having trouble finding that valueset.
exists in R4: https://www.hl7.org/fhir/valueset-concept-subsumption-outcome.html
exists in R5: http://build.fhir.org/valueset-concept-subsumption-outcome.html
doesn’t exist in R4B: https://build.fhir.org/branches/R4B/valueset-concept-subsumption-outcome.html
I also checked https://terminology.hl7.org/valuesets-fhir.html but I don't see it there either.
Is this an issue?

I hit another one thats similar, but a little different from the above:
R4B contains an extension definition http://hl7.org/fhir/StructureDefinition/structuredefinition-standards-status
The extension has a code value with a required binding to http://hl7.org/fhir/ValueSet/standards-status ...however this valueset doesn't exist in R4B!
However, different from the concept-subsumption-outcome one mentioned, this one does exist at terminology.hl7.org.
But with a different URL: http://terminology.hl7.org/ValueSet/standards-status (terminology.hl7.org instead of just hl7.org).
Should this valueset be in R4B? Or should this definition in R4B get updated to use the terminology.hl7.org url for this valueset?

Found another odd valueset in R4B (and R5). This one isn't "missing" per-se, but definitely doesn't look right: https://build.fhir.org/branches/R4B/valueset-observation-statistics.html
In addition to having no content, note that its missing the required field 'status' (and so is the corresponding CodeSystem).
The version in R4 looks much better: http://hl7.org/fhir/valueset-observation-statistics.html
Maybe it was supposed to be removed?
