All the ballot packages are published and in the form they are going to ballot in. (I won't call them done, since there's a number of issues with them one way or another, but we're going with what we have). http://test.fhir.org/r4 and http://tx.fhir.org/r4 have both been updated to the ballot version. (and yes, both are unstable; something to do with JNI I think, and that's my top priority rght now)
