Topic: Purpose of Active field in PractitionerRole

The active field is described as such: 'Whether this practitioner role record is in active use'
Does this mean 'active' indicates if the practitioner role is currently active or is it supposed to be a soft delete feature?. If it is a soft delete feature, then is period what implementers are supposed to use to determine if the practicioner role is currently active?

The soft delete typically doesn't have dates associated with it. And some systems don't retain the period, and this is a simple way to handle it from a search perspective.
