Topic: Proper System for ICD-9?

The FHIR spec lists http://hl7.org/fhir/sid/icd-9-cm as the system for ICD-9, but I get an error "Unknown Code System http://hl7.org/fhir/sid/icd-9-cm" when I use that. Is this not the proper system?
