Hi, performer.actor is the mandatory element in FHIR -> Procedure resource and in our sending system it is an optional data and we are referencing to practitioner on this element. So, what value can be set on this element when it is not selected in the sending system?

Procedure.perfomer is not mandatory ( min=1 ) so omit the performer element.
