I agree with Vassil. I don't think that would be an expectation (and certainly not a promise) for a general FHIR server. If the server also provides at least some basic terminology service capabilities (as declared in its capability statement) then that could be done, and certainly might be a "nice to have", but I think that's as far as it would go.
