Hello, it looks like Population datatype is missing from from the datatypes webpage.
http://hl7.org/fhir/StructureDefinition/Population goes to the datatypes webpage, and http://hl7.org/fhir/datatypes.html#Population resolves to someplace seemingly pretty random. It also has http://hl7.org/fhir/StructureDefinition/BackboneElement as its base definitino instead of just Element

Is there some information somewhere about how backbone element specializations work? I don't recall seeing these anywhere in stu3

Population is draft, which is probably why it's not listed on the R4 page. (@Grahame Grieve is this something we'd consider fixing in the technical correction? There's probably some other evidence-based-medicine stuff that's not showing up too.

and what is the graduation plan out of "draft"? could that be in R4, or would it be R5 at the earliest?

Yes, it is used: http://hl7.org/fhir/MedicinalProductUndesirableEffect.html (and others)
