http://build.fhir.org/person.html#linking says the following:

The link element cannot be used to link to RelatedPerson entries, so we can use a Person resource to relate these elements together identifying them as the same individual.

Shouldn't the first sentence say, "the link element can be used..."? Person.link can contain a reference to a RelatedPerson as well.

Sorry to resurrect this one, but just today I got some JIRA link about this issue. But I can't add any comments to the JIRA ticket.

Is the JIRA just for information purposes?

Once logged in to Jira, you should be able to add a comment. If you're not logged in it'll be read-only.

If you didn't already have a Jira/Confluence id, your gForge username (and email) will have migrated if you've ever submitted an issue before. You'll need to reset your password in order to log in. Once logged in you can comment and raise new issues @Michael Calderero. Further discussion at #JIRA/Confluence
