Typically Identifiers for resources are unique for that resource in context of the system + value combination. Is it also appropriate to place a group identifier for a resource's Identifier field? For example, an Organization is a member of a group that has a unique group ID. Can that group ID go into the Organization.identifier field also?

The requirement is that system + value are globally unique. Identifier doesn't support conveying combinations of elements which, together, foster uniqueness. If you're referring to insurance coverage, 'group' goes into Coverage.class.value.
