In spite of trying pretty hard in the past, we've ended up with some order inconsistencies in the conformance/knowledge resources. @Bryn Rhodes has prepared a summary of where we are:

A few of use have been discussing this, and we propose: move description in MetadataResource, and Definition, and NamingSystem, and update the knowledge resources accordingly.
Note that MetadataResource doesn't really actually exist - it's a tooling convenience thing.

My preference is to move usageContext and jurisdiction in the places that aren't aligned with MetadataResource and Definition, as it places definition and purpose together, which makes more sense. Few instances actually use usageContext and jurisdcition, so this shouldn't impact many instances.

Yeah, just based on the number of instances impacted, I think just moving description to align with the conformance resources is the easiest fix. And I don't see much value out of having description where it is the patterns vs where the conformance resources have it.

Verified for the conformance resources and Questionnaire. I've updated the spreadsheet for those, and am working on the knowledge resources now.
