In section 3.1.0.1.5 HTTP Status Codes "The OperationOutcome may be returned with any HTTP 4xx or 5xx response, but this is not required…"
Later, in 3.1.0.1.8, it states "In case of failure, servers SHOULD always return a body that contains an OperationOutcome resource."
So MAY be returned or SHOULD be returned, I see some inconsistency here.
