What are the boundaries between ObservationDefinition and a simple profile on Observation? For example, the Vitals profile on Observation could equally be an ObservationDefinition couldn't it?

Yes that my biggest criticism with the way ObservationDefinition has been modeled. I created a tracker to address this issue. Is the consensus to use Observations profiles instead of ObservationDefinition? If so, what is the purpose of ObservationDefinition?

ObservationDefinition is "data" - it allows you to query a master-file of Observations. A profile defines the appearance of other data.
