I'm not clear on what the expectations are for a search on SampledData, e.g. Observation-value-quantity. The search parameter says "(just search on the bounds of the values in the sampled data)" and the definition of SampledData doesn't add any further details.

Does that mean the low/high bounds as a Range, or the low/high bounds as two separate quantities? Does the presence of "L" or "U" values affect the search?

I think it means yes to all of those. It is left vague since there has been very little experience with it to answer those questions.

Should it be flagged as an open issue?

Yes. I understand that it's an evolving bit of functionality, but the wording isn't quite enough to understand what O&O had in mind for a simple use case. A small example would be very helpful. I'll probably go poke at Grahame's server and see what it does.

classic chicken and egg problem...

After poking around a bit I think I'll let this issue go for now. Most servers don't seem to support this so I'm less concerned about doing something that fails to be interoperable.
