I have a question about the prescribed mapping for comments present in an ORU at the OBR level. While OBX NTE-1 has a home in the comment property of an Observation, there is no such affordance for DiagnosticReport.

There is no comments in DR because you have many other options where comments are likely to wind up presented form or results even in conclusion and AOE are reported as Observations.
