Quick high-level question: I am familiar with extending an existing resource, but can we create an extension to define a new resource type?

Not to define a new resource, no. The Basic resource can be profiled to meet new needs (which will typically involve defining a bunch of new extensions). We're exploring the notion of allowing implementers to define custom resources, but haven't made any final decisions on the notion
