I'm looking at haing a Reference(Patient) and support multiple logical references.
Example: An Observation for a Patient identified by their Portuguese ID # and their Belgian ID # and their National Insurance #.
Any advice? I presume I can add a reference to a contained resource with all the identifiers?

If it's contained, it's not expected to be resolved on the recipient's system

Correct. Idea is that in the contained resource, I'd just add the identifiers.
