I see that HealthcareService .eligibility and .eligibilityNote are both 0..1.
In my healthcareService directory, we have multiple eligibility criteria, and when referring require that the user acknowledge each of the criteria (e.g., senior, has a chronic condition, lives in regionX, etc...).
I propose that eligibility should be 0..*
I tried to submit a ticket, but my name isn't showing up on the "real submitter" dropdown.

Leave real-submitter blank for now. We'll add you once you make your first submission. (reason for weirdness = gForge is dumber than a bag of hammers...)
