Most search parameters that correspond to a type choice specify which type it should be. there are a few (identified by @Lee Surprenant in https://chat.fhir.org/#narrow/stream/179166-implementers/topic/data.20type.20vs.20search.20parameter.20type) that don't specify. is that because the search param can be used for either or is it a bug in those params?
