for DSTU2, MedicationOrder.dispenseRequest.numberOfRepeatsAllowed the comment seems inconsistent:
it says:
If displaying "number of authorized refills", subtract 1 from this number.
I think that should read,
If displaying "number of authorized fills", add 1 to this number.
since the field is explicitly ONLY refills, and not the original fill?
