The match-grade extension uses a binding to https://terminology.hl7.org/ValueSet-match-grade.html, however that url redirects to official url http://terminology.hl7.org/ValueSet/match-grade

Is this kind of redirect allowed?

Also, that valueset doesn't appear in the r4b release (as a valueset resource). Is that expected?

Similarly, ValueSet-implantStatus.json seems to be missing from r4b, but is referenced by StructureDefinition-device-implantStatus.json in r4b
