if the physician has reviewed the entire list, this flag should be on the list itself, not the medication resources, right?

BTW, composition.event.code binding points to http://terminology.hl7.org/ValueSet/v3-ActCode which does not resolve

One way to indicate that could be with a Task, with Task.status = "completed".
